Now we want to think about where the boundary of the circle (2,-1) is located.Suppose that we start at (2,-1), which is the bottom point of the boundary of thecircle. We then follow the boundary clockwise. The next step is to determine whether thefunction is increasing or decreasing as we do that. We will start here and follow itclockwise a little ways. We want to know if the function gets bigger or smaller as wedo this, or stays the same.
