Vision and mission of course not to used as a symbol or "framed sentence" without meaning. Many visions and missions are barren because they cannot translated into operational work programs. Many officers encountered when asked about the vision and mission those in his work unit said “don't know, no understand, do not understand, do not terbesit in mind memory, and of course not make the source his inspiration in carrying out his work.” This condition worrying because it shows that the vision and mission is only a symbol. George Barna (1992) states that vision is a clear mental picture of the future which is better given to certain people because of his accurate understanding of meaning and significance life, self-image and messages as well as sensitivity to existing situation. Therefore the vision and mission must be able to be a "source of inspiration, innovation, creativity, dedication, productivity for employees. This paper will describe the principles in developing and implementing the vision, mission, company goals and strategy. • FORMATION OF COMPANY VISION (VISION) This section will begin with an explanation of what is meant by vision and mission. Some definitions The mission includes the following: 1. Vision is the ability to see to the core problem; view; what insight looks deep fantasy; sight or observation. Or abilities see the desired picture / future insight based on vision / observation / comparison of conditions existing/current state. (Big Dictionary of Languages Indonesia, 1988). 2. Vision is the ability to see; ability understand what will be realized in the future come; an idea that exists in wishful thinking about something (Dictionary of Language and Culture, Longman).
3. A vision is a picture of the future of the organization, either is a company or institution (H. Dawan Rahardjo, Insight and Vision (21st Century Development) 4. Vision is a view of the future of the organization realistic, believable, attractive, a condition that better than the current one. (Burt Nanus, Visionary Leadership) 5. Vision is a challenging description of the situation a future that contains the ideals and images you want created by government agencies. 6. Vision relates to views of the future, concerns where government agencies should be brought and directed in order to work consistently and still exist, anticipatory, innovative, and productive. (LAN, Manual Preparation of Agency Performance Accountability Reporting Government). From the definitions above it can be concluded that In general, vision is a point of view organization against the expectations to be achieved in the future will come. There are two important aspects in a vision viz form aspect in the form of language vision, aspect of substance namely scope of vision content. The language of vision is the language of objects, circumstances or results. The contents of the vision describe the types or variety desired outcome. The language of the mission contains a task, or working language that contains the tasks needed to achieve the vision, as well as the source of the goals and objectives of the work unit within the organization. The right vision for the agency will be the accelerator (a tool to accelerate) activities that include planning strategic, resource management, indicator development performance, performance measurement and evaluation of performance measurement synergistically integrated for development organization towards a better future. Vision does only important at the beginning of work, but also important in the next organizational journey. Formulation and determination of the vision is a step important to the organizational unit, and useful in directing, convincing, and giving hope to achieving goals/aspirations, strengthening support/commitment, motivating, and motivating the spirit of the entire unit organization/work. According to Wibisono (2006; 43), vision is a series of sentences that express ideals or dreams an organization or company that wants to be achieved in the future front. Or it can be said that vision is want to be statement from the organization or company. Vision is also very crucial for the company to ensure long-term sustainability and success. In the vision of an organization there are also values, future aspirations and needs of the organization expressed by Kotler quoted by Nawawi (2000:122), Vision is a statement about organizational goals that is expressed in products and services offered, needs that can be addressed, groups the community served,
the values obtained as well aspirations and ideals of the future. An effective vision must, among other things, have characteristics like: 1. Imagible (can be imagined). 2. Desirable (interesting). 3. Feasible (realities and can be achieved). 4. Focused (clear). 5. Flexible (aspirational and responsive to change environment). 6. Communicable (easy to understand). Basically the vision must be able to describe several things: a) Setting directions on what to do by the organization to be successful. b) State where the organization is headed, will be What. or for how long or until when c) The ideal conditions to be achieved by the company in the future in the future, though probably never achieved, but the people in the organization are not will never stop to achieve it. If an organization is able to develop a vision that will help in three important ways: a. Explain the desired direction clearly, clearly and firm. b. Encouraging and motivating people to 'move' to the right direction, although initial steps may be hurtful. c. Help coordinate the actions of people coming from different fields. The key to the success of the implementation of the vision on a company is: a. Total involvement from every level of the organization b. Effective communication c. Eliminate existing obstacles d. Continuously evaluate and repair
